Sir,
May, 1898
I am directed by the Secretary of State for
War to inform you that the question of building perma-
nent barracks at Kowloon, for the accommodation of
European Infantry and Asiatic Artillery, has been under
consideration for some time; and the desirability of
carrying out this service has been so strongly urged
by the General Officer Commanding at Hong Kong that
the Secretary of State for War has agreed to the erection
of the buildings.
2. This service is one of those originally agreed
upon for joint execution by the War Department and the
Colony.
3. The site selected by the General Officer Com-
manding is on Gun Club Hill over which clearance rights
are reserved to this Department.

4. The General Officer Commanding considers that
the conditions on which the site is held are sufficiently
satisfactory to justify the erection of the buildings
thereon; but Lord Lansdowne is of opinion that, before
